Technically I don't think an R34 would be legal here, unless you can import to Canada and then bring it down here. I have no idea what I'm talking about.

Is it possible that they're referring to month/year laws (it seems that they specify August 1st) instead of the year-only registration that the other guy had?

It would still be illegal from Canada. That's just an R32 with an R34 front end.

Funny...it's actually not legal...guess they didn't read the form they filed....
On the EPA form 3520-1, you check 'Box E' for an exempt vehicle, but from the form:
code E - vehicle at least 21 years old (calendar year of manufacture subtracted from year of importation) and in original unmodified configuration is either exempted or excluded from EPA emission requirements, depending on age. Vehicles at least 21 years old with replacement engines are not eligible for this exemption unless they contain equivalent or newer EPA certified engines. Customs may require proof of vehicle age.
From the Montu Motors website:
R34 GTR long block with R32 cams / turbos and management with stock tune.
- New timing belt
- New N1 water pump
- New N1 oil pump (R34 motors come stock with the better crank and oil drive issue solved!)
- Mines style large intakes with K&N cone filters
- HKS aluminum intercooler piping.
- Turbo XS RFL blow off valve
Non-original engine with modifed equipment. Not legal to import as EPA exempt.
You can swap it...but you have to wait to swap it until it gets here...

So here's an interesting fact about Montu,
I read over the last part of their article multiple times and something about it sounded very familiar but I couldn't quite put my thumb on it. Just today I finally connected the dots, it's because I wrote it.

may be bringing up an old point here but trevor cobb isn't the first guy to legally own a gtr. sean morris has had one for awhile. there may have been people involved in the import scene who had one before him. but he legally owns his under show or display. which is "legally imported" just saying though. don't mind me and my asshole-ness about details

weird that i've read all of (or atleast i thought so lol) the articles about skyline gtrs and their importation that are on jalopnik, somehow never came across that one lol. hmm. but none the less glad he got recognition, he works very hard for the cause of legal gtrs

That's the best place for info. If you really want to dig deep, google the sections of the Code of Federal Regulations that are cited on that website. That will get you the full txt of the law as it is written.
